Police Department

Police Department is responsible for providing a safe and secure environment for the Town’s residents and visitors, investigating crimes, patrolling roads and highways via patrol car, bicycle and foot and providing animal control services. The Department is comprised of eight full-time, sworn police officers and four full-time dispatchers. The Department also includes numerous part-time, sworn police officers and dispatchers.
 
Chief Owen's Biography
Chief Owens grew up in the Manchester area and is a graduate of Burr & Burton Seminary. He then attended Keene State College with a computer science focus. In 1992, he joined the Manchester Police Department as a patrolman. He moved through the ranks as Investigator, Corporal, Sergeant, Lieutenant and Captain.

Chief Owens has attended Roger Williams University Command Training Series: First Line Supervisory Course for Law Enforcement and then went on to attend the 257th Session of the FBI National Academy in Quantico, VA.

PJ is the proud father of two grown children. He enjoys spending time with his family, working in his wood shop and around his yard, hiking with his wife, and running. He and his wife love dogs and volunteer with German Shorthaired Pointer Rescue of New England.
