
Assessor
Assessing Office establishes the value of all properties, for taxation purposes, located in the Town of Manchester and Village of Manchester. The Assessing Office does not set the tax rate or collect taxes. The municipal tax rate is set by the Selectboard based on the budget approved by Town Meeting and the Grand List approved by Assessor and Selectboard. The Grand List is, essentially, a list of all properties and associated values. Taxes are collected by the tax collector, who is the Town Manager in Manchester. The Town Assessor establishes the value of all properties, for taxation purposes, located in the Town and Village of Manchester. Gordon Black was appointed Town Assessor as of March 18, 2019. He was later appointed as the Town’s Economic Development Officer in November of 2019.
Gordon Black Biography
Gordon graduated with a BA in English from Denison University, and also earned a JD from Vermont Law School. He practiced law in Addison County and Bennington County for 25+ years, and has extensive experience in both residential and commercial real estate.
Gordon has resided in Bennington County since 1988. He has served on a variety of community service boards, including the Board of Directors of the Manchester Mountains. Gordon sent two sons through Burr & Burton academy, and is an enthusiastic foodie. Gordon reports to the Town Manager..
