Town Treasurer and Finance Department

The Town Treasurer is responsible for overall management of cash flow and distributing payments authorized by the Selectboard and Town Manager. The Treasurer also works closely with the Investment Advisory Committee (IAC) to manage the Town's financial investments.

The Finance Office is responsible for assisting the Town Manager and Treasurer with overall management of Town finances, accounting and tax collection.

David Fielding, Jr. was first elected as Town Treasurer in 1981. Dave has over 35 years of financial services experience. His current three year term expires in 2012. He earned a bachelors degree in accounting from Bentley College and is a Certified Financial Planner and licensed insurance agent. He has Series 7, 63 and 65 security licenses. Dave is the owner of Equinox Financial Advisors in Manchester. He is active in the Manchester community serving on various not-for-profit boards and is an avid outdoorsman.

Ruth Woodard has served as the Finance Director since 1986. As finance director Ruth oversees Town-wide accounting. She current serves as a member of the the Municipal Officers Committee organized by State Auditor Salmon. She is a former special education teacher in Holyoke, Massachusetts and former licensed insurance agent. Ruth earned a bachelors degree, magna cum laude, in elementary education from Moorhead State College in Minnesota and a bachelors degree, magna cum laude, in accounting from Southern Vermont College in Bennington. Ruth reports to the Town Manager. Her hobbies include flute performing and teaching flute and piano. She resides in Manchester with her husband Jim and her son Jimmy, a student at Burr and Burton Academy. Ruth can be contacted via email at r.woodard@town.manchester.vt.us.

Betty Beacham has served as Finance Assistant since 1999. Betty administers water and sewer billing and collections as well as assisting the Finance Director with bookkeeping. Before moving to Vermont Betty worked for a printing company as a quality control inspector and proofreader for sixteen years. She is a member of the VFW Ladies Auxilary and the American Legion Ladies Auxilary. She enjoys snowmobiling, fishing and golf and likes Labrador Retrievers and listening to country music.
