LEGAL NOTICE

The Town of Manchester Selectboard adopted an amendment to Chapter 9 of the Town Ordinances, which governs vendors in the Town of Manchester, at its warned September 29, 2009 meeting. The amendment strikes out the text of Chapter 9 in its entirety and inserts a new Chapter 9 in place thereof.
Statement of Purpose: Chapter 9 of the Ordinance of the Town of Manchester allows for and regulates vending while promoting public safety, health, order and convenience upon the highways, driveways, sidewalks, parking areas and other places that may be frequented by the public.
Principle Provisions: The Ordinance establishes four distinct vendor licenses (include two commercial vendor licenses, farmers’ market license and weekend events license). The Ordinance establishes new rules and regulations relative to vendors and increases fees for vendors. The Ordinance also transfers the authority to issue licenses from the Town Manager to the Selectboard.

NOTICE PURSUANT TO 24 V.S.A. 1061
TO THE LEGAL VOTERS OF THE TOWN OF MANCHESTER
FOR PROPOSED CONVEYANCE OF REAL ESTATE
(also advertised in the Manchester Journal and posted in three public locations)
The Town of Manchester Selectboard plans to convey approximately 0.38 acres of land to The Keelan Company for $227,500.The proposed parcel is Lot #32-50-50 located behind Rite Aid Pharmacy and between Main Street and Memorial Avenue in the Town of Manchester and is currently used as a municipal parking lot.
A purchase and sale agreement includes provisions that would require “open parking, free of charge, by members of the public, provided that grantee, its successors and assigns may take reasonable actions to restrict or bar use of the parking lot by any employees, invitees, guests, contractors of the Manchester School District.
