The Emergency Management Office is responsible for coordinating and planning responses to all Town emergencies.

For emergencies, please call 9-1-1 or the Police Department Dispatch Center at (802) 362-2022.  The Dispatch Center is open 24 hours a day, seven days a week.

Richard (Dick) Holms serves as the Emergency Management Coordinator for the Town of Manchester. Among his various duties, Dick is responsible for planning for public emergencies, acts as a liaison between the Town and the State emergency management agencies and writing public safety grant applications. Dick is employed as a full-time dispatcher with the Manchester Police Department and is a volunteer on the Manchester Fire Department. Prior to joining the Town, he worked as an Emergency Management Director and Volunteer Fire Chief in Connecticut and attended courses at the Federal Emergency Management Academy.

He holds a Bachelor of Business Administration degree from Niagara University, a Master of Business Administration from University of Bridgeport, and a Juris Doctorate from St John’s University School of Law.
