Assessor and Board of Listers
The Assessing Office and the Board of Listers work collboratively to establish the value of all properties, for taxation purposes, located in the Town of Manchester. The Assessing Office and Board of Listers do not set the tax rate or collect taxes. The municipal tax rate is set by the Selectboard based on the budget approved by Town Meeting and the Grand List approved by the Board of Listers. The Grand List is, essentially, a list of all properties and associated values. Taxes are collected by the tax collector, who is the Town Manager in Manchester.

Joyce Scribner (term expires March 2010) is the chair of the Board of Listers. Joyce began her career with the Town in 1980 as an assistant town clerk and was first elected as a Lister in 1984. She has a background in accounting and business. She previously worked for the School for International Training in Brattleboro, Vermont running the payroll department. Today she maintains a bookkeeping business that she founded in 1969. Joyce and her husband Bryan have been active in various recreational clubs as officers. They have resided in Manchester since 1956 and have two children and five grandchildren. When not busy with reappraisals, Joyce enjoys outdoor recreation.
Pauline Moore is the Town Assessor, appointed by the Town Manager, as well as an elected Lister (term expires March 2011). Pauline currently serves as the Bennington County representative to VALA (Vermont Assessors and Listers Association) where she serves as chair of the CAMA (Computer Aided Mass Appraisal) Software Committee. She also serves on the State’s CAMA Committee and is a member of IAAO (International Association of Assessing Officers). Pauline is a former computer software executive. She retired from the industry in 2000 after living around the world in places like Paris, Hong Kong, Singapore and Brussels were she ran various international operations. Pauline earned a degree in mathematics from Hunter College. She resides in Manchester with her husband Colin and their border collie Robbie. She serves on the board of the Mark Skinner Library and as the Library's treasurer. She is an avid skier and sailor.
Perry Green (term expires March 2012) serves as an elected Lister. Perry is a long-time student of architecture. He earned a bachelors degree in architecture from the Pratt Institute, is a registered architect with the American Institute of Architects (AIA) and is licensed to practice architecture in the State of Vermont and seven other states. He also serves on the Town's Design Review Board. He is a United States Marine veteran.
