Fourth quarter 2016 Local Option Tax revenue figures reported

The Town of Manchester received Local Option Tax (LOT) revenues from the State of Vermont Department of Taxes for the fourth calendar quarter of 2016 on February 15, 2017.

For meals, rooms and alcohol local option tax revenues, collections increased $10,876 from $93,747 in 2015 to $104,623 in 2016. This represents an increase of 11.6% between 2015 and 2016.

For sales tax, collections decreased $8,747 from $206,692 in 2015 to $197,945 in 2016. This represents a decrease of 4.2% between 2015 and 2016.

Overall, local option tax revenues (meals, rooms and alcohol, as well as sales tax) increased $2,219 between 2015 and 2016 for the fourth calendar quarter.

Planning Commission working on 2017 Town Plan

The 2012 Manchester Town Plan expires in May 2017. An update of the Plan has been drafted by the Planning Commission and is ready for review by the public.

The intent of this update is to: (1) reorganize the Plan to offer better logical flow and an action oriented format; (2) update the Plan by incorporating new data and the results of recent public planning efforts, (3) improve map and other visual planning resources; (4) reflect public sentiment expressed throughout the comprehensive rezoning effort, and (5) meet statutory requirements for new sections on flood resilience and renewable energy resource planning.

The Planning Commission will hold a hearing on March 13, 2017, beginning at 7:00 p.m. to receive public comment on the draft Plan. Below are links to the draft Plan and a supporting memorandum.

Water Board to host meeting about proposed solar project

The Manchester Board of Water Commissioners is hosting a public meeting to discuss a proposed solar project at the Town well site, located near the intersection of Richville Road and Union Street in Manchester Center, Vermont on Thursday, December 8, 2016 at 6:00 PM at Town Hall in the Kilburn Meeting Room (6039 Main Street, Manchester Center, VT 05255).

The Town well site is located near the intersection of Richville Road and Union Street in Manchester Center, Vermont. The proposed project involves a contractual and financial relationship between the Town of Manchester Water Department and Hand and Sun Solar, and would include the installation of solar panels at the Town well site, screening (landscaping) and security fencing around the panels and the Town well site. Click here to view the current proposal.

Ivan Beattie, Doug Kilburn and Lambert “Chops” Zoller serve on the Board of Water Commissioners and will be present at the meeting. John O’Keefe (Town Manager), David Sheldon (Water Superintendent) and Christina Haskins (Town engineer) will also be present at the meeting as well as representatives from Hand and Sun Solar to collect public input on the proposed project.

Upcoming Selectboard – School Board Meeting Regarding Memorial Avenue / School Street / MEMS Greenspace Project

The Manchester Selectboard and the Manchester School District Directors are holding a joint meeting at the Manchester Elementary Middle School (80 Memorial Avenue) in the Jackie Parks Room to discuss a proposed plan to reconfigure and reconstruct the public infrastructure around the Manchester Elementary School owned by the Town of Manchester and the Manchester School District, which may possibly includes (but is not limited to): relocation and reconfiguration of public roadways; reconstruction and construction of sidewalks; installation of street lighting; relocation of public parking facilities; relocation of playgrounds; construction of designated drop-off and pick-up areas; reconstruction and realignment of athletic fields; and other landscaping and streetscaping elements.
