Advisory Committee on Cemeteries

The Advisory Committee on Cemeteries was created in 2009 by Town Meeting (Article 6) and is responsible for advising the Selectboard on policy, planning, finance, operations and other matters related to the Town-owned Factory Point Cemetery. Members of the Advisory Committee on Cemeteries are appointed by the Selectboard. For more information about the Committee contact John P. Board of Civil Authority

The Board of Civil Authority assisting in elections, delivers and counts ballots, maintains the voter checklist and hears tax appeals. The Board of Civil Authority is comprised of the Justices of the Peace, the Selectboard and the Town Clerk. Conservation Commission

The Conservation Commission is responsible for making an inventory and conduct studies of the municipal natural resources and open lands, administer municipal lands and advising the Selectboard and the Planning Commission and working on long-term environmental projects. The Conservation Commission also owns deed restrictions on Adams Park and the Factory Point Town Green. Members of the Conservation Commission are appointed by the Selectboard. For more information about the Commission contact Janet M. Design Review Board

The Design Review Board advises the Development Review Board on matters related to the design of buildings and signs in the Town’s commercial and historic districts. Member of the Design Review Board are appointed by the Selectboard for three year terms. The Design Review Board and Development Review Board typically meeting together in joint meetings. For more information about the Board contact Janet M. Development Review Board

The Development Review Board is responsible for approving, modifying or disapproving development proposals. The Board is also responsible for hearing appeals from decisions of the zoning administrator and granting or denying variances. Member of the Design Review Board are appointed by the Selectboard for three year terms. Energy Committee

The Energy Committee is a temporary committee formed by the Selectboard that is responsible for advising the Selectboard and Town Manager on issues related to Town energy with a specific focus on reducing the Town’s energy consumption and costs. Past projects include updating Town streetlights, upgrading the Town Hall heating control systems and working with Efficiency Vermont to replace outdated lighting at Town Hall, including installing state-of-the-art LED parking lot lights. For more information about the Committee contact John P. Investment Advisory Committee & Trustees of Public Funds

The Investment Advisory Committee (IAC) advises the Selectboard and Town Treasurer on the Town’s financial investments. Trustees of Public Funds manage real or personal property held by the town in trust for any purpose. Justices of the Peace

Justices of the Peace are constitutional officers elected to two year terms. Justices of the Peace serve on the Board of Civil Authority and can administer oaths of office and solemnize marriages. The number of Justices is based on population. Manchester has twelve Justices. Advisory Committee on Parks & Recreation

The Advisory Committee on Parks and Recreation is responsible for advising the Selectboard, Town Manager and Parks and Recreation Department on Parks and Recreation related programming, policy matters, operating and capital budget development and long-term planning. The Committee is also designed to provide a public forum for community and user input and operation and maintenance of the Town-owned park system, which includes the Dana L. Thompson Memorial Park, the Factory Point Town Green and Adams Park. Members of the Advisory Committee on Parks and Recreation are appointed by the Selectboard. Planning Commission

The Planning Commission is responsible for long-range planning, drafting of the Town Plan and Sign and Zoning Ordinances, and may participate as a party in Act 250 proceedings. Tree Committee

The Tree Committee is appointed by the Selectboard and is responsible for advising the Selectboard, Town Manager, Tree Warden and DPW Director on matters related to Town-owned trees, including plantings, maintenance and and long-term planning. For more information about the Committee contact John P.
